2026 OCAC Board of Directors

OFFICERS:

Doug Tierney, President

brings decades of educational leadership and community service to OCAC. A former elementary teacher, district administrator, adjunct professor, and longtime principal of Deerfield Elementary School, Doug spent 39 years in public education before retiring in 2006. While living in Deerfield, he founded the town’s Memorial Committee, creating annual Memorial Day programs and ceremonies honoring local fallen service members.

Since moving to Mashpee in 2013, Doug has continued his commitment to supporting veterans through OCAC. His leadership experience includes roles with the Pocumtuck Valley Memorial Association, Sunset Hoopsters, multiple umpire associations, and the Cape Cod Chapter of the Westfield State Alumni Association.

Doug and his wife, Arlene, enjoy time with their family, grandchildren, and playing golf. Both are identical twins who have spoken at twin organizations and appeared on Boston’s Good Day Show.

Susan Belekewicz, First Vice President

began her career in banking in Boston in 1979, where she worked her way up through the ranks and became Senior Vice President and Director of Nonprofit Services at State Street Bank. Since 2009, when she moved to the Cape full-time, Sue has worked or been a Board Member at several nonprofits including the Osterville Village Library, Duffy Health Center, and the General Society of Mayflower Descendants. She is currently the Executive Director of Bourne Community Boating. Sue joined OCAC in 2022 because of her interest in supporting military families in need. On the OCAC Board, she has been the Board Secretary and serves on the Golf, Membership, Audit, and By-Laws Committees. Additionally, she serves as a liaison to the First Shirts and Silver Badges. A native of Arlington, MA, Sue is a graduate of Smith College where she majored in Art History and French. She lives in Mashpee with her husband, Bob, and their dogs Lily and Myles.

Tammie Kukoleca, Second Vice President

is an experienced board member, having served many types of organizations in different roles such as Vice President, Treasurer, Chaplain, Vice Regent and Chair of the Digital Marketing Committee. She has over 30 years of financial technology experience helping many types of private and public organizations to leverage digital channels and technologies to achieve their strategic objectives. She is a member of the National Society Daughters of the American Revolution, state chair of the Volunteer Information Specialists and vice regent for the Colonel William McIntosh Chapter, an emeritus board member of Ariel Rivka Dance Company, and a location coordinator for Wreaths Across America. She holds an MBA from Babson College and a Bachelor of Science from Westfield State University.

Roxanne Iwaszko, Treasurer

grew up in North Falmouth, went to high school in Falmouth and took accounting classes at Cape Cod Community College. For 14 years she worked for a CPA preparing clients books and their corporate tax returns. After retiring from the CPA office, she continued working for a local business part-time doing the books and preparing them for the Corporate tax returns. Roxanne has served on the board of directors on her homeowners association for the past sixteen years as the Treasurer. She has been active in her neighborhood activities and hopes to continue to be active with OCAC.

John Silva, Jr., Assistant Treasurer

graduated from Boston Latin School in 1968 and received his degree in Accounting from Stonehill College. He worked at several banks as an auditor, before going into business for himself. He started ABC Income tax in 1980’s. He has been married to his wife Lorraine for 52 years. John has two children and two grandchildren. He is honored to work with OCAC to honor our service members.

Laurie Murphy, Secretary

has been a member of Otis Civilian Advisory Council for 20+ years serving in various roles from Treasurer, Assistant Treasurer, Board of Directors and Secretary. She began her over 50-year career at Woods Hole Oceanographic Institution in 1974 in the payroll department advancing to the position of Director, Treasury Operations overseeing Payroll, Accounts Payable, Accounts Receivable, Treasury Operations and Regulatory Compliance. She also serves on the board with Cape Cod Apartments in Falmouth. She is married to Jay and has one child.

Kathy Johnson, Past President

has been a member of Otis Civilian Advisory Council for more than15 years, serving in various roles from Treasurer to Co-chair of the Membership Committee to most recently President from 2023-2024. She is an organist for the West Falmouth United Methodist Church & Grace Chapel, and a retired owner of Medical Claims Service of Cape Cod. Kathy is also the past Treasurer and Investment Advisor for the West Falmouth United Methodist Church for over 45 years and the Upper Cape Chaplaincy.


BOARD of DIRECTORS:

Bill Gulotta

is a lifelong public servant and educator with a BS from Westfield State and an MA from Wesleyan University. A former Baltimore City Police Officer and longtime History teacher at Berkshire School, Bill also served 20 years as a Sheffield Firefighter. He has worked with Healing Towers in Alaska, supporting military veterans through therapeutic outdoor experiences. Bill and his wife, Debi, have been married for 50 years.

Vonnie Jacquard

joined OCAC in 2011. She quickly became involved in their many events and in 2015 was nominated to serve on the Board of Directors – first as a Director, and subsequently as Vice President and then President for the 2021-2022 term. Vonnie retired from the Forestdale post office in 2019 after serving 29 years as a rural mail carrier. She is the daughter of a Navy veteran and has nephews who served in the U.S. Army. She says “It is an honor and a pleasure to be a part of Otis Civilian Advisory Council. I am so proud of our military and their families who sacrifice and have our “backs” 24/7 …365 days a year. It is so rewarding to support them”.

Dena Richard

was born in 1966 on Otis Air Force Base. Her father was in the navy and her mother worked part-time in the Transportation Department. She graduated from Falmouth High School. She has a younger sister and a son, and lives with her partner of 25 years, who is also a member of OCAC. Dena been a member of OCAC for approximately 17 years; many of those on the Board of Directors. She is on the Audit Committee and Golf Committee, and enjoys being a part of the many other functions/fundraisers OCAC supports.

Ellen Sullivan

joined OCAC in 2016. She served on the membership committee 2019 – 2021 and was asked to join the Board of Directors in 2021. She has always been involved in community service, volunteering at the West Falmouth Library, Meals on Wheels and North Falmouth Association. Elleen served on the Board of Assessors for 9 years in Falmouth and was a Town Meeting Member for 20 years. She and her husband, Mike, crossed the Town line into Bourne in 2018 and became active in the community here. She is currently on the Board of Assessors in Bourne, and volunteer with Bourne Conservation Trust tending to the goats as well as anything else needed. Elleen has had her own business as a Real Estate Appraiser for 40+years. Mike and Elleen live in Cataumet with their two dogs, Maya and Boomer. Assisting military families and the local community is important to Elleen and she expects to continue for many years.
